SAGINAW PUBLIC SCHOOLS: THE STAFFING LEDGER
Well, this is where the Saginaw ledger gets rather interesting.
Over ten years, pupil count fell from 6,900 to 4,961.30.
That is 1,938.70 fewer pupils, a decline of 28.1%.
And staffing?
Total FTE fell too, but nowhere near as quickly: 779.30 to 700.69, a decline of just 10.1%.
Teachers fell 11.0%.
Paraprofessionals/aides fell 9.9%.
Non-instructional/support fell 11.3%.
Administration, however, apparently missed the memo. 👀
Michigan REP data shows administrative FTE increasing 21.9%, from 23.00 to 28.04.
Then I opened the NCES ledger to see where administration was moving.
School administration increased 10.7%.
But district/central-office administration?
7.50 FTE → 12.00 FTE.
That is a 60.0% increase.
Altogether, NCES shows total administrative FTE rising 24.7% during a decade when Saginaw Public Schools lost more than 28% of its pupils and reduced its overall staffing.
So the classrooms got smaller.
The workforce got smaller.
The pupil count got considerably smaller.
But the administrative footprint grew.
And district/central-office administration grew the fastest of all.
Lady Budgetdown doesn't need to tell anyone what to think about that.
I simply put both ledgers on the table and let the numbers introduce themselves. 🪶
With receipts and respect.
