Title: Novi - Bond Audit Snapshot
Post by: Shadowninja on Sep 17, 2026, 07:09 PM
🎩 Dearest Readers,

We have reviewed Novi Community School District's budgets and annual financial audits.

But Novi's public records contain another layer of financial oversight worth examining:

🏗 The Bond Audits

These reports are different from the district's regular annual financial audit.

Their focus is much narrower: Were proceeds from Novi's voter-approved bonds used in compliance with the requirements governing those bond programs?

Lady Budgetdown opened those records too.

And we'll begin with the most important finding:

📜 The auditors reported compliance.

For the bond activity tested, the auditors concluded that Novi Community School District complied, in all material respects, with the applicable bond provisions examined.

In other words, this is not a bond-audit scandal story.

It is an opportunity to see how much money voters authorized, how much has been spent on the projects, and what the independent compliance review found.

So, let's open the ledger.

🏫 2020 Bond — Series I

Original bond issue: $59.41 million

The bond records report cumulative project expenditures of approximately:

$73.31 million
The project was reported substantially complete as of June 30, 2024.

Now, some readers are probably already looking at those two numbers and asking the obvious question:

"How can expenditures exceed the original bond issue?"

That's a fair question.

But it would not be accurate to simply subtract $59.41 million from $73.31 million and call the difference a "bond overrun."

Capital-project funds can contain resources beyond the original bond principal, including bond premiums and investment earnings. Novi's financial records show cumulative revenues exceeding cumulative expenditures in these capital-project funds.

So the numbers deserve examination,  but they also deserve context.

🏗 2022 Bond — Series II

Original bond issue: $51.675 million

Reported cumulative project expenditures:

$57.879 million

This project was also reported substantially complete as of June 30, 2024.

Again, cumulative expenditures exceeding original bond principal should not automatically be characterized as overspending without accounting for the other resources available within the capital-project fund.

The independent compliance review is particularly important here because it provides another piece of evidence beyond simply comparing two dollar figures.

🏫 2024 Bond — Series III

Then we arrive at Novi's more recent bond program.

Original bond issue: $49.810 million

By June 30, 2025, reported cumulative project expenditures had reached approximately:

$40.364 million

Unlike the earlier two series, this project was not yet substantially complete at that point.

So this remains an active capital program rather than a completed chapter.

💰 Put the three bond issues together

The original principal issued across these three series totals approximately:

$160.895 million

That represents:

2020 Series I: $59.410M
2022 Series II: $51.675M
2024 Series III: $49.810M

These bond programs have financed a substantial period of capital investment across Novi Community School District.

And Novi's annual audit provides some perspective on just how active that construction cycle has been.

The district reported approximately $45.1 million in capital additions during FY2025 alone, primarily involving equipment, technology, renovations, site work and building additions. The audit states that the majority of those additions were financed through voter-approved bonds.

The previous year's audit reported another approximately $36.89 million in capital additions.

That's significant capital activity.

🧐 So what did Lady Budgetdown find?

Perhaps the most important lesson from these records is that large numbers aren't findings by themselves.

Novi has issued roughly $160.9 million in original principal across these three bond series.

Some completed project funds report cumulative expenditures greater than the original principal issued.

But the records also show additional capital-project resources, and the independent bond compliance review reported compliance, in all material respects, with the applicable provisions tested.

Those facts belong beside one another.

Because accountability isn't finding the largest number on a page and deciding what it means.

It's reading the rest of the page.

For Novi taxpayers, the remaining question isn't whether Lady Budgetdown can manufacture a scandal where the auditors didn't find one.

She won't.

The more useful question is:

What was promised to voters, what was ultimately built, what did each project cost, and did the completed work match what voters authorized?

That requires receipts of a different sort, and perhaps that's where we'll look next.
