TROY SCHOOL DISTRICT: FROM $225.8 MILLION TO $405 MILLION IN OUTSTANDING DEBT!

Lady B has been reviewing Michigan Department of Treasury Security Reports and debt records obtained through FOIA for Troy School District.

And the numbers tell an interesting story. 👀

📊 LET'S FOLLOW THE DEBT.

According to Michigan's December 31, 2025 debt analysis, Troy reported:

💵 Total bonded debt: $225,820,000

Just a few months later, on April 1, 2026, Troy's Treasury Security Report showed:

💵 Total outstanding long-term debt: $404,990,000

That's an increase of approximately $179.17 MILLION, or 79.3%, between the two reporting dates.

So what happened?

🔎 THE BORROWING.

In March 2023, Troy issued $171,370,000 in School Building and Site Bonds.

Then, in April 2026, the district issued another $200,485,000 in bonds.

But there's an important distinction in that 2026 issuance.

🔹 $179,470,000 was NEW borrowing for school building and site projects.

🔹 $21,015,000 was used to refinance portions of older bonds.

That refinancing reportedly generated approximately $1.52 million in net present value savings.

That's worth acknowledging. Refinancing existing debt isn't the same as borrowing additional money for construction.

📌 THE LONG-TERM OBLIGATION.

The 2026 bonds have a final maturity date of May 1, 2055.

That's nearly THREE DECADES of repayment obligations extending into the future.

And remember, the $404.99 million reported in April represents outstanding principal, not the total amount taxpayers will ultimately pay when future interest is included.

🏦 WHAT ABOUT STATE BORROWING?

The December 2025 debt analysis does not report an outstanding balance under Michigan's School Bond Loan Fund or School Loan Revolving Fund.

So I'm not including any additional state loan debt in these figures.

🤔 HERE'S WHAT LADY B IS WONDERING.

With $404.99 million in reported outstanding long-term debt following the April 2026 issuance:

❓ What will the total remaining repayment obligation be once interest is included?

❓ How will these long-term commitments affect future debt-service millage rates?

❓ And how is the district balancing today's facility investments with the financial obligations extending through 2055?

School facilities need investment. Buildings age, infrastructure requires maintenance, and educational needs change.

But taxpayers should understand more than the amount of a bond proposal or the proceeds from a bond sale.

They should understand what remains to be repaid, how long repayment will take, and what those obligations mean for taxpayers.

Lady B isn't questioning whether schools need investment.

I'm asking what the complete financial picture looks like. 🔎
