LADY BUDGETDOWN: SAGINAW PUBLIC SCHOOLS

FEWER STUDENTS. MORE TOP ADMINISTRATION.

Dearest reader, someone slid a breadcrumb across the ledger and asked a remarkably simple question:

Saginaw Public Schools has lost a lot of students. So why does it have more superintendent-level administrators?

Well.

One does hate leaving a breadcrumb unattended. 👀

So I followed it.

📜 2016

Saginaw Public Schools reported 6,959 pupils.

District records from that period identify:
1 Superintendent
1 Assistant Superintendent
2 superintendent-level positions.

Now turn the ledger forward.

📜 2024–25 / 2025

Enrollment: 4,961 pupils

Current superintendent-level structure:

1 Superintendent
1 Deputy Superintendent
2 Assistant Superintendents
4 superintendent-level positions.

So while the student population went:
6,959 → 4,961
a decline of 1,998 pupils — 28.7%, the superintendent-level structure went:
2 positions → 4 positions
an increase of 100%.

And then, dear reader, we arrive at the part of the ledger that tends to make the quill stop.

Those four current positions carry $1,248,228.03 in reported 2025 total compensation.

That breaks down to:

Superintendent
$433,793.05 total compensation

Deputy Superintendent — Fiscal Services & Operations
$295,935.05

Assistant Superintendent — Elementary Curriculum & Instruction / Early Childhood
$260,448.61

Assistant Superintendent — Secondary Curriculum & Instruction
$258,051.32

TOTAL: $1,248,228.03

Now, none of this tells me that these positions aren't necessary. A title appearing in the ledger doesn't tell us the workload sitting behind it.

But the reader's question is fair.

If Saginaw Public Schools is serving nearly 2,000 fewer pupils than it did in 2016, why has the superintendent-level structure doubled?

What changed?

What responsibilities required the additional positions?

And most importantly:

Is today's administrative structure the right size for the district Saginaw has today — rather than the district it once had?

I don't have to answer that.

That's the lovely thing about a ledger.

Sometimes you simply put 6,959 beside 4,961, put 2 beside 4, place $1.25 million underneath them...
...and let taxpayers ask the rest. 👑

With receipts and respect.
