Dearest reader,

A reader sent me a breadcrumb about Tawas Area Schools.

I have not completed my usual 10-year financial workup on this district yet.

But the breadcrumb made me curious.

So naturally, I opened the ledger.

And something stood out.

Tawas Area Schools ended the 2022–23 fiscal year with $5.63 million sitting in its General Fund balance.

One year later, that had grown to $6.71 million.

By June 30, 2025?

$7.35 million.

That is an increase of approximately $1.72 million in just two years, or 30.5%.

But those dollar amounts become considerably more interesting when we compare them with what the district actually spends.

In 2022–23, the General Fund balance represented approximately 39.0% of annual General Fund expenditures. 44531.pdf

In 2023–24, it was approximately 43.7%.

And in 2024–25?

48.5%.

Tawas spent approximately $15.13 million from its General Fund that year and finished the year with approximately $7.35 million remaining in General Fund balance.

Now, dearest reader, a healthy fund balance is not inherently a bad thing.

Nor does any of this, standing alone, establish that Tawas Area Schools has done anything improper.

But after reviewing hundreds of Michigan school district financial reports, this one stood out to me.

A General Fund balance approaching half of an entire year's General Fund expenditures is simply not something I routinely encounter in these ledgers.

And then I turned one more page.

The June 30, 2025 audited financial statements tell us how that $7.35 million General Fund balance was classified.

Among the entries:

$4,678,473 — Unassigned

and

$2,151,728 — Assigned to "Staffing Sustainability."

Well.

You know what happens when Lady Budgetdown encounters a $2.15 million line called "Staffing Sustainability."

The spectacles slide down just a little.

Because now I have questions.

Why has Tawas Area Schools accumulated a General Fund balance equal to nearly half of one year's General Fund spending?

And perhaps more interestingly:

What, specifically, is the $2.15 million assigned to "Staffing Sustainability" intended to sustain?

There may be perfectly reasonable explanations for both.

I simply haven't found them yet.

And remember, this is not my full 10-year review of Tawas Area Schools. A reader dropped a breadcrumb, I followed it just far enough to see whether there was anything worth examining...

There is.

So for now, I am leaving the receipts right here.

If someone in the Tawas community has context, particularly documentation, board minutes, budget presentations or other public records explaining the "Staffing Sustainability" assignment, I would be very interested in reading it.

As always:

We don't have to decide what the answer is before asking the question.

The ledger can speak first.
