Dearest reader,

Sometimes the most interesting receipt is one word:

"Uncorrected."

Saginaw ISD's independent audits show the same recurring financial finding stretching from 2019 through 2025:

Material Weakness.

Material Noncompliance.

Seven consecutive audit cycles.

The issue? Budgetary controls. Auditors repeatedly found expenditures exceeding approved appropriations, and in the 2025 audit wrote that management "failed to analyze expenses when amending the final budget."

And when the 2025 audit looked back at the prior finding?

Status: "Uncorrected."

There was another notable accounting problem along the way: subscription-based technology arrangements were not properly recorded, resulting in roughly $357,000 in understated General Fund expenditures and other financing sources, along with roughly $374,000 in understated governmental assets and liabilities.

To be clear: that does NOT mean $357,000 disappeared. It was an accounting and financial-reporting problem.

Saginaw ISD has submitted corrective-action plans over the years. The latest said a general-ledger control intended to prevent expenditures from exceeding approved budgets had been delayed, with full resolution anticipated by January 2026.

So this Lady has a very simple question:

How does a Material Weakness involving budgetary controls remain on the books for seven consecutive audits?

Especially when taxpayers are once again being asked to trust the ISD with public dollars.

With receipts and respect. 👑
