Dearest reader,

Saginaw ISD is asking voters to renew its CTE millage this November. Before voters are asked for another decision, Lady B thinks a few receipts deserve a look.

Property owners across Saginaw County already pay approximately 4.63 mills to Saginaw ISD.

For perspective, Michigan's statewide education property tax is 6 mills.

Meanwhile, inside Saginaw ISD:

Administrative FTE:
19.00 → 44.40
+133.7%

Central administration spending:

$275,386 → $465,776
+69.1%

Superintendent Jeffrey Collier's pay:

$168,300 → $370,000
+119.8%

Then there is SISD's current CTE Director and CEPD administrator, Joshua Miller.

Lady B verified his teaching credentials. What I have not been able to verify is the administrative credential that appears to be required under the MDE requirements I reviewed, nor have I located documentation of a waiver or other approval.

That does not mean one doesn't exist.

It means I haven't found it.

And there is another question.

In 2022, voters approved an additional Special Education Enhancement Millage after being told it would nearly eliminate an approximately $8.1 million funding shortage being pushed back onto local districts and academies, leaving more money in their general-fund budgets.

So how much financial relief actually reached those local districts?

Because taxpayers don't receive these requests in separate little envelopes.

They are already paying 4.63 mills to Saginaw ISD when their own local school district comes asking them to support a bond, sinking fund or other millage.

Could the growing countywide tax burden make it harder for voters to say yes when their own neighborhood schools need money?
That's a question worth asking.

And before Lady B answers the bigger one. What happened to the money after the 2022 vote? I'm going to find the settlement and chargeback records and follow it.

Maybe the promise was delivered exactly as advertised.

Maybe it wasn't.

The receipts will tell us.

With receipts and respect,
Lady B
