BIRMINGHAM PUBLIC SCHOOLS: 10 YEARS OF STUDENTS & STAFF

The next stop in Lady Budgetdown's 10-year look is Birmingham Public Schools (63010). Same years. Same state source. Same methodology.

Using MI School Data, here's what changed from 2014-15 to 2024-25.

👥 STUDENTS

8,221 → 7,447
Down 774 students - 9.4%

Now, let's look at staffing.

📋 STAFF HEADCOUNT

All Staff: 2,251 → 2,355 (+4.6%)
Administrators: 79 → 67 (−15.2%)
Teachers: 648 → 646 (−0.3%)
Day-to-Day Substitute Teachers: 307 → 554 (+80.5%)
Paraprofessionals/Aides: 230 → 232 (+0.9%)
Day-to-Day Substitute Paras/Aides: 99 → 44 (−55.6%)
Non-Instructional: 888 → 812 (−8.6%)

But remember: headcount tells us how many individual people were reported. FTE tells us the staffing workload those people represent.

So let's check the FTEs.

📊 STAFF FTE

All Staff: 1,366.37 → 1,330.49 (−2.6%)
Administrators: 73.59 → 54.25 (−26.3%)
Teachers: 618.91 → 566.29 (−8.5%)
Paraprofessionals/Aides: 206.98 → 227.73 (+10.0%)
Non-Instructional: 466.89 → 482.22 (+3.3%)

And Birmingham gives us an interesting comparison.

Over the decade, student headcount declined 9.4% while teacher FTE declined 8.5%, remarkably close.

Administrator FTE fell considerably more, down 26.3%.

Meanwhile, paraprofessional/aide FTE increased 10.0%, and non-instructional FTE increased 3.3%.

And that eye-catching 80.5% increase in day-to-day substitute teacher headcount? Context matters. That is a headcount, not an FTE measure, and day-to-day substitutes are not separately reported in the FTE snapshot used here.

The numbers don't need embellishment.

Sometimes the most useful comparison is simply putting students, headcount and FTE side by side and letting the public see how each moved over the same decade.

Public records are public records. Facts are facts. And accountability should apply to everyone.
