Dearest reader,

Lady Budgetdown thought the five-step Ecorse review was finished.

Then she kept reading. 👓🪶

And this is where the ledger gets considerably more serious.

Michigan Treasury identified Ecorse Public Schools for Early Warning oversight in March 2025, meaning the state identified signs of potential fiscal stress. Treasury describes Early Warning as the first step of declining fiscal health—not a declaration of financial emergency and not the same thing as a deficit district. Ecorse continued to appear on Treasury's subsequent Early Warning reports.

Then there is the district's FY2023–24 independent audit.

The auditors reported four formal findings, including unfavorable budget variances and material journal-entry corrections affecting multiple funds.

Those corrections included:

📜 General Fund — $180,542
📜 Debt Fund — $196,237
📜 Nonmajor governmental funds — $255,645

Then came Title I.

Auditors found transactions recorded to inappropriate accounts and reported $27,350 in questioned costs.

They also found that while Ecorse's districtwide average retirement rate was 29.05%, Title I had been charged 40.84%. The auditors calculated an estimated $74,789 overcharge/questioned cost and classified the issue as both a material weakness in internal controls over compliance and material noncompliance.

And the list did not end there.

Auditors also raised concerns involving repeat control deficiencies, payroll-rate discrepancies, federal-award reconciliation, equipment-inventory documentation, bank-reconciliation controls, transparency reporting, and a potential $12,878 Education Stabilization Fund overcharge.

One distinction matters: Ecorse's financial statements still received an unmodified opinion. Its Title I compliance opinion was qualified.

Lady Budgetdown doesn't need to decide whether any of that is concerning on someone else's behalf.
The independent auditors documented the findings.

Michigan Treasury identified the potential fiscal stress.

And Ecorse remained under Early Warning oversight after its initial March 2025 identification.

Sometimes the most interesting part of the ledger is what you find after you think you've finished reading it. 🪶
