CAPAC COMMUNITY SCHOOLS: WHAT THE AUDITORS FOUND

Dear readers, after following Capac Community Schools through ten years of finances, staffing and current spending, I turned to the audited financial statements.

And this one needs the whole timeline, because stopping at the middle would leave out an important part of the story.

In 2022–23, Capac had a clean audit with no financial-statement findings.

Then came 2023–24.

⚠️ Auditors identified two material weaknesses in the district's internal controls over financial reporting.

The first involved improper budget presentation and approval format.

The second involved delayed closing of the books, unreconciled accounts and late filing of the audit.

Several account balances had not been properly reconciled before the audit began, and adjustments were necessary during the audit process.

That's significant.

But so is what happened next.

The district agreed with the findings and took corrective action.

And when I checked the 2024–25 audit, those material weaknesses were not repeated.

That matters.

If I'm going to point out when an auditor finds a problem, I'm also going to point out when the next set of receipts shows the district addressed it.

There was, however, another item in the 2024–25 audit worth noting.

Three expenditure functions exceeded their final budget appropriations:

🚌 Transportation: $9,273
📋 Support Services: $79,311
🏘 Community Services: $10,388

Combined: $98,972

The audit notes that expenditures exceeding final appropriations are a violation of Michigan law.

So what does the three-year ledger show?

2022–23: No audit findings.
2023–24: Two material weaknesses.
2024–25: Those material weaknesses were not repeated.

That's the story the audits tell.

There was a real problem in the middle. It deserves to be reported.

There was also corrective action afterward. That deserves to be reported too.

The ledger doesn't become more useful by keeping only the receipts that point in one direction. 🕯

Receipts aren't very useful if we only keep the convenient ones.

With receipts & respect.
