Dearest reader,

Sometimes a breadcrumb arrives that sounds almost too specific not to investigate.

A reader told me that Ovid-Elsie Area Schools had an interim superintendent whose administrator certification had expired, that the Michigan Department of Education eventually discovered the issue, and that the district was docked approximately $35,000 in state aid.

So, naturally, I went looking for the ledger. And this one came with receipts.

Ovid-Elsie's own records identify Dr. Wayne Petroelje as Interim Superintendent by July 2023. A district job posting dated July 12, 2023, for example, directs applicants to "Dr. Wayne Petroelje, Interim Superintendent." By January 2024, district records identify him as Superintendent.

Then I went directly to the Michigan Department of Education's public credential system.

MDE's Michigan Online Educator Certification System shows Petroelje's School Administrator Certificate for SUPERINTENDENT had expired. The credential screenshots I pulled directly from MOECS show the prior credential expired June 30, 1999.

The next School Administrator Certificate Renewal displayed in MOECS was issued July 10, 2025, with an expiration date of June 30, 2030.
Now comes the part that turned this from an interesting breadcrumb into a very expensive one.

Ovid-Elsie Area Schools' FY2024-25 State Aid Financial Status Report, dated July 21, 2025, contains this line:

Section 163 — NON-CERT TEACHER/COUNSELOR DEDUCTION

($35,656.88)

That isn't an estimate.

That isn't a Facebook allegation.

That is the district's State of Michigan financial status report.

And Michigan's rules regarding administrator permits are worth reading very carefully.

MDE says a non-certified individual cannot be placed into an administrator assignment without jeopardizing state-aid funding until the appropriate permit is issued and valid. MDE further states that administrator permits are not valid retroactively. If an administrator continues working without satisfying the applicable certification or permit requirements, the district may be subject to a state-aid deduction under Section 163.

That last part matters.

The records I've verified establish Petroelje was serving at Ovid-Elsie beginning in 2023. The records I've reviewed do not establish that MDE calculated the $35,656.88 deduction for his entire period of service.

And I'm not going to turn a reader's recollection into a fact simply because the rest of her breadcrumb checked out.

What I can verify is that Michigan does not allow an administrator permit to simply reach backward and cure an earlier period of improper placement. A permit becomes valid when issued; it is not retroactive.

So I cannot tell you what additional amount, if any, could have been assessed for
an earlier period without MDE's actual calculation and determination.

But I can tell you what was assessed:

$35,656.88.

And this is precisely why I've been paying attention to superintendent certification and permit requirements, including while looking at the superintendent situation in Bridgeport-Spaulding.

There are lawful pathways for someone who does not yet hold the required administrator certificate.

There are permits.

There are requirements.

There are deadlines.

And there can be very real financial consequences when those requirements aren't satisfied.

Ovid-Elsie provides an actual example.

This isn't paperwork for paperwork's sake.

In Ovid-Elsie, it became $35,656.88 worth of paperwork.

With receipts and respect,

Lady Budgetdown
