Step One showed us that Hopkins Public Schools lost 224.65 pupils over the last decade — a decline of 13.64%.

Now Lady B has wandered over to the staffing ledger. 🪶

And Hopkins has an interesting story to tell.

From 2014–15 to 2024–25:

🪶 Teacher FTE: 70.45 → 85.83
+21.83%

So while Hopkins served 13.64% fewer pupils, it actually employed 21.83% more teacher FTE.

That is not the only change.

Instructional aides: 13.00 → 10.66
−18.00%

Instructional support: 0.00 → 1.00

Guidance: 2.50 → 3.00
+20.00%

School support: 6.80 → 7.97
+17.21%

Student support: 2.65 → 4.55
+71.70%

Other support: 45.47 → 20.32
−55.31%

Then Lady B opened the NCES administrative ledger. 👀

Total administrator FTE increased from 11.20 to 12.00.

That's an increase of 7.14%.

But the total doesn't tell the whole story.

District/central administrators:

2.80 → 7.00
+150.00%

School administrators:

8.40 → 5.00
−40.48%

That's quite a shift in where administrative staffing sits.

Meanwhile, total staff declined slightly:

168.15 → 163.54
−2.74%

So let's put the decade side by side:

Pupils: −13.64%

Teachers: +21.83%

Total administrators: +7.14%

Total staff: −2.74%

The numbers don't tell us whether any individual position was necessary or unnecessary.

But they do show us how the staffing structure changed.

Hopkins served fewer pupils.

It employed more teachers.

It employed slightly fewer staff overall.

And within administration, the balance shifted substantially from school-level administrators toward district/central administration.

Step One followed the money.

Step Two followed the people.
