Oxford Schools - When "FINAL" wasn't final

Dearest reader,

Oxford Community Schools has been sitting on Lady Budgetdown's ledger for quite some time, and after walking through years of budgets, amendments, audits, transfers, fund balances, and capital-project activity, the conclusion is not quite the scandal some may have expected.

But there is still a story.

Oxford does not appear to be financially collapsing.

Its General Fund balance has remained healthy. In several years, the district actually finished better than its own budget projections. The audits do not show a district hemorrhaging money or teetering on the edge of insolvency.

That part matters.

But so does this:

Oxford's "final" budget has repeatedly not been the final story.

In FY2024-25, Oxford's General Fund transfer to Capital Projects moved like this:

$400,000 — adopted budget
$825,000 — midyear amendment
$700,000 — final budget
$1,500,000 — audited actual

The final budget said $700,000.

The audit showed $1.5 million actually transferred.

That is $800,000 above the final appropriation.

And that was not a one-year fluke.

Across FY2021-22, FY2022-23, FY2023-24 and FY2024-25, Oxford's audits repeatedly identified individual General Fund functions where actual spending exceeded final appropriations.

Across those four audited years, the listed overages totaled approximately:
$6.85 million.

Transfers out alone exceeded final appropriations in three of those years by a combined:
$3.38 million.

Now before anyone runs off with the wrong conclusion, Lady Budgetdown is going to say this very plainly:

That does not mean Oxford overspent its entire General Fund by $6.85 million.

It did not.

In several years, other categories came in under budget and revenues came in higher than expected.

The issue is not simply "Oxford spent too much."

The issue is budget control.

Oxford's own audits state that the legal level of budgetary control is at the function level. And yet, year after year, actual spending in multiple functions landed above the final appropriations approved by the Board.

That deserves a question.

How final is a "final budget" if substantial amounts continue moving after the final amendment is adopted?
And then there is the Capital Projects trail.

From FY2021-22 through FY2024-25, Oxford transferred at least:
$5.5 million
of audited General Fund money into its Capital Projects Fund.

Oxford's audit says that Capital Projects Fund is used for sites, buildings, equipment, remodeling and repairs, and is primarily funded by the General Fund from "excess revenues."

Again, that is not inherently improper.

But it does mean the public needs to understand that General Fund dollars do not simply remain in the General Fund.
They can be moved into capital work.

And in FY2025-26, Oxford's February budget amendment proposed increasing the General Fund transfer into Capital Projects from:
$700,000
to
$2,611,287.

That same amendment projected a General Fund operating deficit of:
-$2,463,684

and the district itself said that deficit was largely due to the increased Capital Projects transfer.

So no, Lady Budgetdown is not going to call Oxford financially reckless.

The receipts do not support that.

But Lady Budgetdown is also not going to pretend the budgeting process is especially clean or easy for the public to follow.

The financial condition looks generally healthy.

The budget controls?

That is where the questions are.

And perhaps that is the real lesson in this ledger:

A district can be financially stable and still have a budgeting process that deserves considerably more scrutiny.
Because sometimes the problem is not that the money disappeared.

Sometimes the problem is that the final budget did not really tell you where it was ultimately going.

With receipts and respect. 🪶
