📜 Dearest Readers,

Over the past several days, many of you have asked about staffing in Rochester Community Schools. Some have said the number of teachers increased. Others have said teacher staffing stayed the same.

After digging into the data from MI School Data, I discovered something important... Both statements can be true, depending on what is being measured.

The first graphic explains the difference between headcount and FTE (Full-Time Equivalent).

📌 Headcount counts individual employees.

📌 FTE measures staffing capacity.

For example:

• Teacher headcount increased by 69 employees.

• Teacher FTE decreased by 3.31 positions.

Those aren't conflicting numbers. They're measuring two different things. But staffing is only part of the story. That's why I also looked at student enrollment using the same data source.

Over the same ten-year period, Rochester Community Schools' student enrollment remained remarkably stable, declining by just 61 students (0.4%).

When discussing school staffing, I believe it's important to understand both sides of the equation:

📖 How many students are being served?

👩🏫 How is the district staffed to serve them?

Neither number tells the whole story on its own.

This isn't intended to tell anyone what conclusion they should reach. It's simply a reminder that the questions we ask matter just as much as the numbers we quote.

As always, Lady Budgetdown will continue following the data, explaining what the numbers measure, and letting the receipts speak for themselves.

So I'll leave you with this...

What questions do these numbers raise for you?

I'd love to hear them.

One final thought...

Many have asked if I'll do this analysis for every district in Oakland County. I'd love to, but Lady Budgetdown is still just one person.

Each district requires downloading, organizing, verifying, and comparing multiple datasets before I feel comfortable publishing anything. I'd rather publish one well-sourced analysis than rush through ten incomplete ones.

As always, I'll continue following the questions, following the data, and following the receipts.

Headcount counts people.

FTE measures staffing capacity.

Sometimes, different measures tell different stories.

With receipts and respect.
